can mean that they are sent out to infrastructurally disadvantaged countries, where it is a lot cheaper to set up mobile phone networks than wired
pots.
I am not saying that is where these go, but I do know thats what happens to some that the phone shops take in as Trade ins.
I am not entirely sure what they would do with dead phones though
