If so then it's just a battery pack that is 500 times more volume than one in your shirt pocket or computer bag.

I'd think the voltage and current needed for a bag to actually keep a little GPS tracker going could be accomplished with 2 or 4 AA batteries you change when they die. Now the smart bags with all the "smartness" can't be used because they might "dumbly" light your stuff and the plane on fire. Technology marches on.
