AFAIK an account can accepted as many gifted MQMs as the person knows Reserve card holders who are willing to gift the MQMs for free.

You can get 4 X 15,000 MQMs now (and more) by having personal and business Reserve cards (plus a DL AmEx Plat card or two).
I believe he's referring to the 4 MQM grants can earn as of next year (at 30k, 60k, 90k, 120k spending thresholds) on a single Reserve Card, versus 2 grants for this year.
