If a location has no cars (and doesn't expect to have any returned nor lead time to get any delivered) and is still taking reservations, that's just pure laziness and incompetence on the part of the location's management. I'm positive they have a way to handle that in their system.

HLEs that are franchised may well not share fleets or be able to get cars from the airport, but corporate locations (and most of the major city HLEs seem to be corporate) can. Perhaps only if they know by, say, 10am for their 11am delivery, but again they shouldn't be letting the computer system take reservations if not.
Exactly. This is a Corporate HLE location. And interestingly enough the counter rep said this happens "all the time" so whoever is running this location is not managing their inventory properly.
