HLE and Hertz airport have a completely different fleet so their hands are tied unless LAX is willing to release the car to them. The airport location has say on whether to release a car to HLE or not and also if you did not rent a car from the said location per company policy they can’t do anything to compensate you because they simply don’t have the ability to do so.

I would say $35 to cover your $14 uber ride seems more than reasonable.
Huh? Where is this "48 hour in advance" rule for a reservationt to be guaranteed listed? I've searched and can't find anything like that. And when I make a reservation at hertz.com, there's no warning or difference in the wording whether it's for today or for next week.

If a location has no cars (and doesn't expect to have any returned nor lead time to get any delivered) and is still taking reservations, that's just pure laziness and incompetence on the part of the location's management. I'm positive they have a way to handle that in their system.

HLEs that are franchised may well not share fleets or be able to get cars from the airport, but corporate locations (and most of the major city HLEs seem to be corporate) can. Perhaps only if they know by, say, 10am for their 11am delivery, but again they shouldn't be letting the computer system take reservations if not.
