If it is issued on one ticket there must be an interline agreement in place or the ticket would not be valid and LATAM would have no way of paying WestJet for there flight.

What is weird about this one is it is a one-way interline (i believe they call that a unilateral interline) vrs a more common bilateral interline agreement.

Baggage is a small part of an interline agreement. The biggest aspect is being able to issue tickets on the other airline and do payment settlement.
