I do not believe SFO, SJC or OAK will be affected, though traffic to and from the airports may get worse with stoplights out of service, etc.
Kalifornia is really becoming a 3rd World country now complete with power outages. I have been to a few of these places - power often goes out intermittently but I've never seen an outage that lasted more than a couple of hours. Even Venezuela has power once a day now (for 30 minutes).
