This is always a little tough for me... can the hotel be held responsible for "bad" guests. What I have decided is fair IMHO - I call the front desk at the time I am being disturbed to give them a chance to have security or whomever correct the problem. I might make a second call if it is not resolved. Depending on the action taken I then may or may not make any further reqests for adjustment the following morning.
Somehow it seems a little unfair to expect a lot from the hotel if you haven't given them a chance to take care of the problem (altho you might have and just not mentioned in your post).
