Yes, that is the roof of the new building. We had a Park View room facing that building in May and the building structure had already been completed. the roof was well below the level of our room, and except for the crane that was still on the roof, there was no obstruction by the building of the view in the distance, which includes Sky Tree in that direction. There were still using the crane to do work on the top floors, but I would imagine it is gone by now. This building is connected to the Toranomon Hills building by an overpass at the 2nd or 3rd floor; of course that was still not open in May.
