Yes you can change/refund the flight, but the cost of the change/refund will depend on your specific ticket cancel/change rules and penalties.
Call QR hotline and they will tell you exactly how much it is.

FYI, it is not a flat fee, so nobody would know without examining your eticket.

If you have travel insurance for this flight, you could engage your insurer to cover the cost of this change/cancel
(depends of course on the exact terms and conditions of your travel insurance)
