On one hand, I agree, because it would encourage companies like AC to behave.

On the other hand, if you claim you paid an extra $50 for a $7 beverage... I just don't believe you.

But if they selected preferred seats and were reassigned, that's probably the majority of the upcharge from Basic to Comfort.

On mainline, I've been in Y only once or twice on CO fares, and I seem to recall them coming around with a list when they take the LT07 orders that also has BVRG on it, but I could be mistaken.

On Jazz, aside from one memorable FA, I always had to tell them I had a free drink.

But I don't see how this conversation would go.

"Can I have a beer?"
"Sure that's $7"
"I thought I prepaid?"
"Let me check... oh yeah here you go"

Unless they just gave up at "Sure that's $7", I can't see how you'd be denied a drink. Unless you explicitly waited for them to walk up and say "sir would you like your free alcoholic beverage now?"
