Details of our trip -
  • Separately booked tickets, SIN-PVG on MU arriving at 5am and then PVG-LAX on DL departing at 8.30pm the same day
  • Mexican passport (no visits to Turkey)
This should be fine, but to increase your chances of getting the entry permit, reserve a hotel room and maybe jot down a few places in Shanghai that you're interested in possibly visiting. Obviously, neither exercise will bind you to any specific plan; the objective is simply to make a logical case for leaving the airport (though the 16 hours itself is presumably sufficient to convince most people).
