There is nothing wrong with my Serve accounts. I was able to delete and add back my AmExp credit card and also add funds from the card.that way.
CS and APS confirmed that there are no restrictions on my Serve accounts.

Serve tells me that there is a problem with all my banks who rejects the linking. The banks state that there is nothing wrong with my cards. They now don't even get the request from Serve when I try to add the card (usually there is a $0.01 pre-authorization charge when adding back a previously used debit card).
