There is a separate transfer immigration if you are going AC INTL to AC DOM. I think if you are going LH INTL to AC DOM you still need to clear immigration downstairs and then re-clear security.
Just for the asker's clarity: While they may be in different places, the actual immigration process you go through will be the same. If you got sent to secondary and interrogated/probed when entering Canada, you would be sent regardless of your subsequent destination.
