This isn't always true. Many times adding a stop over on the way BACK is free (in practice). Singapore is a premium destination so he might not be able to find space, but you can frequently add free stop overs when flying NA -> Asia (I've been doing to MNL and PVG from YVR for the last 3 years)

Edit - I should just say that I'm sure someone more knowledgeable about the actual rules will chime in as to why this works, but it does
