My best answer is "sometimes" - Sometimes I've gotten credit for US only promotions, and sometimes not. I figure the worst they can do is not credit me, so I usually sign up. If I get the bonuses, the that's neat, if not, well I understand the T&C of the promo so don't make a stink out of it.
Of course, then you get the odd half-n-half, like the "Great Offer" disaster of last year - I signed up, got the bag tags but not the bonus EQM's (but then again, I think many were in that particular boat!).
Know this doesn't help much. Sorry.
