CX is typically very good about releasing last minute award space within about ~2 weeks of the flight, although this has tightened up some lately, depending on the route.

CX also uses a decent amount of married segment availability on intra-Asia flights. So it's possible that there may be award space on HKG-SIN if you're connecting from IAD (or anywhere), however it will not appear if you're just searching HKG-SIN by itself.

If you can find a good AA agent that is willing to work with their CX/oneworld liaison, then they may be able to work with CX on other options since this was a CX schedule change. That includes opening up space on a better HKG-SIN flight, or even space on a different US-HKG flight on your original departure date.
