I know it's irritating to get replies that don't answer your question directly... but you might not be aware of the online visa process.

Essentially it's just a short-cut, you fill in a simple online form, BUT you take a smartphone photo and upload with the completed form. You get a reply acknowledging receipt of your information, print it out, and this facilitates the VOA process - you still have to go through the payment rigmarole at the airport, but the entire business is speeded up.

I'm pretty sure we didn't need additional hard-copy photos a the airport. I'm not good at keeping spare passport photos, so I reckon I'd remember if i needed one - but you might want to check.
