Basically C and D booking classes are always available when I booking class is available. For the best estimation in price I suggest using the ITA Matrix where you can force the search engine to return only C or D booking classes. For booking it is then easiest to call Finnair. They are happy to make the booking in any booking class but they will charge a phone booking fee (50€ in Europe) anyway.
