Oneworld rules, and Cathay’s own rules allow lounge access based on the ingest class of service if connecting same day between long haul and short haul.

You’re arriving long haul first, connecting to short haul. So you will have F lounge access. Just show your inbound boarding pass together with that of the MNL flight.
