To me it looks like they are in a hold position - they are readying a new upgrade policy and we are all (or most of us) now experiencing the backsides while not enjoying any improvements. So it seems CS is aware of that and tries to smooth the transition over, by nagging the other department for manual upgrades for the "loudest".
Just my 2 cents, and maybe there are no upsides of this change. Once they do go-live with the new, I guess no loudness will help in bypassing the system.
