All aircraft on the ground are supposed to shut down their APU and get cooled using PCA from the terminal and draw electrical power from a GPU hook up. A primer on PCA: https://www.munich-airport.com/a-fre...to-pca-1229006

The APU is not always on the MEL (min equipment list), so yes on board airconditiong may only start once in the air using power generated by the engines.
