Because of separate tickets if the first flight is delayed you would probably be up for new tickets.
You would enter SGN airport into the arrivals hall, you would then need to make your way to the departures area, upstairs through security to the departures area.
Because of separate tickets I would absolutely not book a 70 minute connection, the 2hr plus would be better.
