I think its because they expect you to put your carry on luggage overhead whereas your personal item go on the floor underneath the seat in front of you. So they want to make sure the overhead bins are not overloaded with too many heavy items.
it is a funny thing if regulation or safety, as they fly same/similar airplanes as all the bit three and for the most part they could care less whether your roller has lead weights or filled with goose down. The second funny thing the FA on Eva and Asian carriers for the most part are taller/younger and likely more capable to help lift that rollerboard of lead weights then the big three FA, LOL
I'll be doing the BR and CI round trip to TPE this week and almost for certain expect my rollerboard to be checked, at least it gets priority luggage service, 100+ segments but only the Asian carriers force the check, never once on UA.
