Well, my API on Lufthansa site is in Polish language, that's why I translated it as "Place of Issue" because this is what it says in Polish. It is clear to me that whether it is called "ISSUING COUNTRY" or described in Polish as "Place of issue", it is related to the ISSUING POST information which is printed on the visa in your passport.
Especially that the next window to be completed in API is (again, translating the Polish version) "The country for which the visa was issued" and nobody has doubts that it is the USA. To me, both windows mean two different things because why would they create the latter window if the first one meant the same?
The USA visa can be issued in lots of places/countries around the world and, for some reason, the immigration officials want to know where we actually applied for it.
