However I think you are exaggerating the $165 as all YQ unless it is explicitly set out. I just bought a ticket to SJO and of around $140 in fees, only $44 was YQ. The rest was AIF, SJO fees, security fees, and such adding up to the $140 total.
It is very explicitly set out. The air transportation charges are $167 ($2 fare and $165 YQ). The taxes and government/airport fees are $155.

But anyway, my question starting this thread is whether WestJet really pretends that YQ isn't airfare for purposes of calculating qualifying spend, or whether there was a mistake.
