Sure they limit the free stuff with a zero fare and surcharges, follows the VLCC Europe models with 1 Euro fares from the UK to Spain and then the add enough extras to resemble a fare on other airlines. People want to see those $2 fares despite them not really $2 fares. Brag to the people at work.

However I think you are exaggerating the $165 as all YQ unless it is explicitly set out. I just bought a ticket to SJO and of around $140 in fees, only $44 was YQ. The rest was AIF, SJO fees, security fees, and such adding up to the $140 total.
