I am not sure how I can get star allaince involved, as when I contacted asiana club about the issue, I was told I have to direct my complaint to united.
interesting fact, the united manager at YYZ seemed to be unware of star alliance gold benifits and was puzzled why I got premier access.
lesson learned, I will keep you updated when I hear back from United.

Just some update. I just got an email from United this evening, they apologized and processed the refund.
Very interesting fact, I paid the extra bag fee in CAD but United refunded the same amount in USD.
