Officially it's based on departure ticket. In my experience, TB MLL (Transborder Maple Leaf Lounge) attendants are by the books. I have seen multiple occasions of denial of access over the years.

Transborder section of the terminal also has a Plaza Premium, which I believe is a Priority Pass lounge. Even if you'd have no lounge access privilege, the T1 transborder terminal is not a bad place to be. Also, you will not have access to domestic and international portions of the terminal.
