If they did not, then each time an award seat is "sold", it would remain visible in all systems for other people to book, and they would eventually get themselves into situations where 2 or more people have "bought" the same award seat.

I think what you meant to ask is how frequently do they add extra award inventory.

And that will be a rare and irregular occurrence.
