There is definitely a ban going on and it's from Moneygram side not Walmart. The customer service representatives are friendly and they only see that it's blocked. It's triggered right when then input your ID #. You can still buy a single Money order for under $1,000 without an ID so that isn't an issue but there must be some hard limit once you buy a certain $ total with Moneygram that you are blocked.
