Did you have the option to select during the check-in process? I don't recall ever trying after checking in, but I've always been able to choose them during the check-in process (usually between T-23 and T-24) and I was able to choose any open non-preferred economy seat.
As I recall, my seat for the first segment was assigned automatically at T-24, which I believe is standard for anyone who uses a Delta mobile app. I got the dreaded "at gate" for the second segment, but my seat was actually assigned several hours earlier (again, notified via the app).
