I think this has to be done after travel has been completed, not least because things could change again for various reasons. However if we separately look at whether to call BA, then that I think is OK, in that with no strike going on, though the call volume is going to be on the high side, most people will have their travel rearranged by now, and BA now have a lot of extra seats that they didn't have a week ago. So I would say that people don't need to hold back.
