Definitely not consistent! My train from Hakata to Sasebo was cancelled tonight because of the typhoon so I made a last minute rewards night stay. When I checked in, I double checked about club access and was initially told no. Then the front desk agent changed her mind and gave me access out of the goodness of her heart.
