did show refund before and after departure without penalties on the details page as you said.
BUT when I checked the fare rules it seems like cancellations
AFTER departure are not allowed after all. This is the first time ever that I'm booking a fully refundable fare, and I think the infos regarding fares and refunds on the LATAM website are confusing and contradicting.

CANCELLATIONS PERMITTED FOR REFUND.
TICKET IS NON-REFUNDABLE IN CASE OF NO-SHOW.
AFTER DEPARTURE
TICKET IS NON-REFUNDABLE.
