I would disagree. I consider NRT to be a nicer airport (comparing T1 at NRT to the international terminal at HND), although of course HND is closer to Tokyo. Still, if I'm going to be taking the airport limobus to my hotel, the difference in distance seems trivial, although of course if the flight is extremely late and one misses all possibilities for public transportation, it's clearly better to be at HND.
