The agent said they cannot hold tickets if you book over the phone, it's an instant purchase.
Just to re-iterate, it is possible under the right circumstances. You would still have to call in again to have it ticketed but the agent is right in that holds aren't necessarily given out the same way that they are available on the normal revenue/award ticket side.
