Your maximum exposure is $27 (3% of the value above $800). Absolutely declare the items and list the $1,700 value. Have the appraisal somewhere handy, but don't start handing over or offering paperwork unless asked or challenged as to why you chose that number.

No need for photos and other stuff at these amounts.

If you are complete & honest, there is a better than even chance that you will be waived through without any duty at all.
