You should be able to do it - just ask AS to short-check it to PHX. I wouldn't tell them you're not planning to fly the last leg, just that you'll need access to the contents in PHX. How long is the scheduled layover in PHX? If it's tight (as in no way you could claim them, re-check them for the ongoing flight), they may not be as willing to do it.
