Duty for jewelry

Hello

I am a US citizen and bringing back a gold necklace, ring and earring set with me from India. In addition, I am bringing a silver decorative piece that weighs a kilogram.

These are wedding gifts that were acquired more than 18 years back, but remained in a safe deposit locker in india these years.

I want to do the right thing and declare these at customs upon entering the US.

I looked up the harmonized tariff rate, but it is very confusing to say the least.

I do not have receipts for these items as they were gifts.

How will the CBP officer determine the value? Would it help of I have an independent jeweler in india appraise the items?

What is the duty I would pay? Is it 3% or more?
