How about 'best room available' upgrades? I've generally found those to be one per Globalist.
Guest of Honor is as if the Guest is Globalist, so upgrade also applies.
As others have suggested, book Guest of Honor and call to apply TSU for both rooms.
I have also booked 2 rooms (cash rate) under my name and applied TSU to both, then when checking in change the 2nd room to friends traveling with us.
