As other posters mentioned, there are ID requirements, so a pure online application is not doable.
Most major banks though have representations in Germany. If you - just for example - live in the US, then Citybank can check your ID status and proof that your funds are fine.
So do most Swiss banks.
As Rudi points out, Swiss can get a Swiss M&M card which gives you one mile per 2 Swiss francs squandered. This is some 30% worse a deal than the German offer. Also I do not know if the Swiss card saves your funds from expiration - Rudi for sure knows.
Last, LH subsidizes German VISA cards badly. The Gold Card is free for SENs and for FTs it offers substantial savings.
So if you live in any other coutry, check if your bank actually does allow you to open an account in Germany.
