Yeah, as an employee another agency that has a legitimate reason to jam in small areas it is a massive pain in the ... to get it approved. You basically have to have no leaks, have a way to allow 911 calls, and more. Then then FCC needs to sign off. And then you decide it is more pain in the ... than it is worth because it basically requires running your own cell phone service at that point.
Easy to do illegally, not so much legally in the US.
