Absolutely.
I often wonder if they would convey the same amount of creativity and energy working their a$$ off in a real job instead of short cutting their way through scams and cheating, I'm pretty sure life would be way easier.
Now with apps, tracking devices and online published fares, the taxi mafia gotta become more imaginative than ever, and is easy to avoid big scams like the one you exposed.
But I think it will be a long way until real world alternatives will be made legal here. Think about it: no UBER, GRAB, BOLT and the likes in what could easily be the largest area in the developed world where such services are made illegal yet.
And the rest of Italy is not any different for that matter.
This is utterly disgraceful.
Good news is the direct metro service line that will be prolonged from the Central Station to the airport (well, 400mt. outside the airport actually rather then into it) by 2021 they say. Bit later in my opinion.
It won't probably be a game changer, since most will still need a taxi from Central Station of Naples towards the seafront hotels, but still a great new option to tackle down the airport taxi rogue
As for now Alibus is the cheapest option (walk 200 mt. straight once exiting the terminal).
Taxi fixed fare is 18 EUR to Central Station, 21 EUR to Capri ferry wharf (Molo Beverello) and 25 EUR to Lungomare hotel area (Via Partenope).
Better to have exact change; of course they won't accept credit cards.
