I believe the issue is how many bags he'll be allowed to check in MSP; the excess allowance does him no good if he can't get them to ORD.

The important part is what UA (who I am assuming issued the ticket) lists as the baggage allowance. It should be the policy of the carrier operating the longest leg, which in this case would be LOT, but that doesn't mean that's how it was issued.
