He has access to the Polaris lounge as he is flying out of Chicago in long-haul business class on a Starr Alliance carrier. He would not normally get lounge access in MSP though. There is no Polaris lounge in MSP anyway. As for the baggage allowance the agent may or may not be right and could be giving info based on the first flight; those rules might be different if the passenger is connecting to intercontinental business class.
