In any case, your example of being born in the UK/EU is wrong. I am not born in the UK and my UKDL confirms that. However I am also BC, therefore I am a non-visa national born in another country with a UKPP that I do not carry with me on domestics. Also, being born in the UK does not means the person is a BC, there are rules and conditions that make a person a BC.

Going off topic a bit, I once tried to enter the UK with a non-UKPP and a CoN and the immigration officer refused to stamp my non-UKPP as a stamp will imply I am subjected to immigration control (visa national), which as a BC, I am not.
