Copa strikes again

My daughter just completed CUR-IAH-LAX with the first leg on CM and UA from IAH to LAX. In CUR, the flight attendant blocked her entrance to the plane and told her that her that due to "extra crew baggage" there wasn't room on the flight for her carry-on and she had to gate check it. She complied and upon landing in IAH, lo-and-behold - the bag wasn't on the plane. She has the bag tag but UA in IAH was not able to see it anywhere in the system. Upon landing in the LAX, she checked with the UA agent and the bag now shows as apparently still in CUR.

From the above discussion, it seems that since UA was the final carrier on this international flight, they're liable for getting the bag to her. Like jasonvr, she is not staying at the final destination of this trip but is driving up to San Francisco tomorrow. So UA is on the hook for getting her bag to the final address in SF, even though this is clearly a CM screw up, correct?

It seems very odd that a gate checked bag doesn't make it on the flight.
