I was mostly referring to the restaurant delays. That said, "permitting" does not refer only to what you must do before you start work, but also to the governmental body's sign-off on the as-built. I have no knowledge of permitting requirements relative to the work being done on the elevators at the London. But I'd note that significant elevator renovations, particularly when involving automation, can be glacially slow (took over three years in our building).
