As far as I know (and have witnessed so far), gate-to-gate transfers will be provided to everyone with a (really) short connection, not just HON and F - the arrival service for F pax is a different story anyway, as they will just drive you to the FCL A, not the connecting gate.
However, I don‘t believe that they will consider a 70 minute connection to be tight, and the pilots on the inbound flight from HKG actually have to fly a bit slower than possible in order not to arrive too early (per the schedule, the HKG flight is the one opening the airport in the morning).
